HEART 政策島 transforms a conventional political platform into a miniature city that visitors can explore from above. Created for Taiwanese politician Shen Po-yang’s (Puma Shen) 2026 Taipei mayoral campaign, the experience arranges 14 policy themes and 94 individual proposals across equal-sized hexagonal islands forming the outline of Taipei. Buildings represent specific proposals, while 20 animated “collaboration lines” connect ideas spanning transportation, education, social care, urban forestry and other policy areas.
The experience uses Three.js and WebGL to render its dense, low-poly city, with OrbitControls for navigation and CSS2DRenderer for labels integrated into the scene. Its interface extends beyond passive viewing: visitors can change the time of day, customize a citizen avatar, inspect implementation timelines and open the source material behind individual proposals.
Inspired by the hexagonal structure of Catan, HEART Policy Island is less a conventional browser game than an unusually spatial piece of civic information design, using the relationships between places to explain the relationships between policies.
